Yes, the scholarships are available for international students.
The Phase I scholarships are usually 800 Euro per month (tax free).
This is quite appropriate for living in Berlin (where housing is available, and relatively inexpensive).
You have to cover your health care and other assurances on your own.
The Phase II scholarships are even higher - 1,350 Euro per month.
